Section - 9 Holes Mixed
Conditions of Play
1. Entries
a) Only affiliated clubs shall be eligible to participate and teams must be prepared to travel.
b) Each Club shall pay an entrance fee, such amount to be set by CGI.
c) More than one team per Club is permitted entry.
d) Depending on the number of entries the competition may be sub-divided into zones.
e) Matches between Clubs shall be played on such dates as shall be fixed by CGI. The date of a round of matches may be altered by the Committee and notified to Clubs.
2. Matches
a) Teams to decide their own playing order and matches to be played in fours.
b) Teams shall consist of 4 players. Teams may be all women, all men or mixed.
c) Matches shall be played over 9 holes and shall be a stableford format.
d) The maximum course handicap allowed is 20.
e) The stableford score of all 4 members of the team shall be aggregated. The match will be won by the team scoring the highest number of stableford points.
f) All teams shall strictly adhere to the scheduled starting time.
g) Scoring – each team win to count as 2 points and each team half to count as 1 point. In the event of a tie after the round robin is completed, the team with the highest total aggregate stableford points over the 9 rounds shall be the winner. A team winning by default receives 2 competition points and an average of their stableford points at the end of the round robin, unless the defaulted to team wishes to play in which case their stableford points will be counted on the day. The defaulting team shall receive no competition points and no stableford points.
h) The matches shall be played under the Rules adopted from time to time by the Royal and Ancient Golf Club of St Andrews, subject to the Local Rules of play in force on any course.
3. Player Eligibility
a) No player who has played in any Inter-Club match in the competition for one Club shall subsequently during the same year play for another Club.
b) Players eligible for the 9 hole competition are those players who hold a 9 hole handicap.
c) Players who play in a final should it be required, must have played in at least one Inter-Club match except in unusual circumstances when permission from CGI must be obtained.
4. Competition Winner
The team winning the competition shall receive and retain a CGI Plaque.
5. Penalties
a) A match starting late must be reported to the CGI Office by the hostess and both Captains on the day of play. Rule 33-7 will be applied, i.e. “If a player arrives at her starting point, ready to play, within five (5) minutes after her starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided for in Rule 33-7, the penalty for failure to start on time is loss of hole of the first hole in match play or two strokes at the first hole in stroke play instead of disqualification.”
b) Any member playing in an Inter-Club match who is not eligible to play for such Club, shall forfeit the stableford points gained.
c) All scorecards must be submitted for handicapping purposes. A team will forfeit the competition points and stableford points gained for failure to hand in one or more of their scorecards.
d) Slow Play – the CGI Policy on Slow Play is to be adhered to and the Host Club is responsible for enforcing this policy.
6. Postponement & Suspension of Play
a) In event of poor weather conditions, the Women’s Committee may postpone a match day. Any such postponement will be advised on 3ZB following the 7.00am news. In the case of an individual course closure, the Host Club must advise the Women’s Captain of each club whose team is playing at their course before 7.00am.
b) The club host may suspend play if the weather conditions are considered to be harmful to the welfare of the players. Rule 6-8 states that bad weather of itself is not a reason to suspend play. Players should proceed according to Rules 6-8d and 33-2d.
c) In the event of an Inter-Club match being suspended due to bad weather, rule 6-8d will be enforced. Rule 6-8d - Procedure when play resumed. Play shall be resumed from where it was discontinued, even if resumption occurs on a subsequent day. The player shall, either mark her ball or finish the hole.
7. Protests and Disputes
a) Disputes should be settled in the first instance by referring to the CGI Disputes Procedure attached.
b) Any protest relating to any match shall be notified in writing within 7 days of the match. The secretaries of the Clubs affected by the protest shall forward to CGI a statement of the facts concerning the complaint which will be discussed by a specially appointed Disputes Committee to enable protests to be dealt with swiftly.
c) After discussion the Disputes Committee shall be at liberty to take further evidence in such manner as it shall think fit and to make a decision on the protest and generally to regulate the mode of dealing with protests.
8. Host Club Responsibility
a) All cards must be checked by the host club.
b) Immediately after each Inter-Club match, the Host Club shall Post/Fax the results sheets to the CGI Golf Operations Manager. (PO Box 39 014, Harewood, Christchurch 8545)
c) A hostess must be provided by the Host Club and he/she must be present for the duration of play, should he/she be required for rulings or decisions.
d) Responsible for the enforcement of CGI Policy on Slow Play.
9. Captains Responsibility
a) Ensure that team shall be ready 10 minutes ahead of their scheduled starting time.
b) The Captain of each team shall enter the team on the result sheet as provided to each participating club.
c) Defaulting teams must notify CGI, Host Club and opponents.
d) On completion of matches, ensure that scores are recorded on the results sheets, signed scorecards from all team members are handed in and the result sheet is signed off (unless the result is disputed).
10. General
a) A member of any team shall not be entitled, except on the payment of green fees, to practice on the course on which a match is to be played.
b) The entertainment of players shall not be a charge on the Club on whose course the match is being played. Teams must pay for their own refreshments including morning tea.
11. Caddies
a) Caddies may only be used for semi-finals and finals.
b) Motorised carts and bikes are permitted with a medical certificate.
Women’s Interclub - Disputes Procedure
It may be that there is a dispute out on the course away from anyone who could adjudicate. Here is the procedure to follow.
The player who is disagreeing with the outcome of the hole needs to make a ‘claim’ following the procedures set down in the Rule 2-5. To do this she must
1. Tell the opponent she is making a claim.
2. State the facts as she sees it.
3. Says she wants a ruling
All this must happen before you tee off on the next hole. If the dispute happens on the 18th this should happen before you leave the green.
Get on with the game.
The game will continue until the dispute becomes of no consequence in the result of the game. That is, even if the disputed hole is counted as lost it doesn’t matter to the result.
If, at the end of the game, the dispute cannot be resolved in the clubhouse, the matter should be referred to Canterbury Golf for a decision.
The practice is for the team captains to sign the sheet if they agree with the result. If there is an unresolved dispute, we would normally expect the sheet to be unsigned.
In that case the facts will need to be presented to us by way of a letter of explanation from both teams where necessary and CGI will make the decision.
